Update eml_categorize_dataset() function in section 4.7.3.1: Dataset Annotations #295

The code example snippet uses the old function datamgmt::eml_categorize_dataset() and should be replaced with arcticdatautils::eml_categorize_dataset()

Not sure who fixed this or when, but it has been updated.
