Create a GitHub Pages site for Metacat Admin Docs #1629

Historically we have directed people to https://knb.ecoinformatics.org/knb/docs/ for info on Metacat, but it would be nice to create a GitHub pages site like we did for metacatui at https://nceas.github.io/metacatui/

We should then check and update links on the KNB tools page: https://knb.ecoinformatics.org/tools
