Need to clean out metaact of test and bunk data packages

There are a number of data packages that were placed in metacat for testing purposes by various people - so many that they should be removed, and metacat should be cleaned out. For example, search the KNB website for the word "test" and you'll see. I have a running list of these data packages, if anyone wants to take care of this.

I sent out emails to the owners of them asking them to delete them, or to let me know if they were legitimate data packages that should stay. Many have been deleted, and I will send out a reminder email if the others aren't deleted soon.

I tried for the ones I own. I deleted a bunch. Morpho won't delete some of them. It appears to be a bug, possibly related to the packages being beta6 packages. I was unable to delete the following packages:

foo.100.1 foombj.100.1 foombj.101.1 foombj.103.1 jones.192.1 jones.204.22 jones.261.6 jones.341.1 test.200322410384.1 test.200322410429.1 test.200322410438.1 test.2003224112053.1 test.2003224115028.1 test.200322411930.1

In the process, i also noticed that only the most recent version of local packages are deleted (e.g., test.1.6), and the next time a search is done the previosu version of the local package shows up (e.g., test.1.5). This repeats until test.1.1 is finally deleted locally.

Maybe the metacat admin should have the ability to delete any datapackage that he/she wants.
