Update doc site to use Ruby 3+ #2336

@iannesbitt @rushirajnenuji @yvonnesjy would you mind checking that you can build and run the docs site on your systems? Just want to make sure my updates are compatible for all of us.

Working for me as well on MacOS Sonoma Intel core.

Adding a note that bundle install needs to be called from the docs directory for me, which isn't specified in doc until the next step.
