check that a methods section exists and that each method step description is sufficient

check that a methods section is present
for each methodStep (EML), check that the description is more than 20 words

For the 'DetailedMethods' check, there seems to be no standard on what type of info goes into the ISO 19115 ''. Examples from DataONE repos contain assertions of the data quality level, or a detailed statement of methods used to collect the data.

Is it adequate to just check for presence/absence for this field, or should some check of the content be made?
