This would be an informative check for reusability for some datasets, because if there is a related reference with a valid citation provided, then there is likely to be more information and context about that dataset, or links to other valuable related data.

So, the check could be simply for a related reference with a valid citation. Although, I would think that this would be for a dataset, not the repository.
