Donna Scott - NSIDC As part of the discussion at Summer ESIP2019 in Reusable Group 1 of this check, we determined a need for an informational check about the Intended Use, which is different than the Usage Rights

Is that the same as purpose?

The target for this check exists in the DataCite Dialect: data[*].attributes.rightsList[*].rights
