Fix/update `checks` service #9

The quality service endpoint checks/{id}/run isn't working, as it was not properly updated when the new metadig-engine storage backend was added.

This service runs a single check against a document and returns a check report document.

This service may be of use to both the MetacatUI editor and the ESS-DIVE project.
