Consolidate the metacat code in morpho #923

Metacate code is scattered around the entire morpho source code. We should consolidate it.

If we decide to use the Remote Repository Plugin design, which is an abstraction connecting to the remote repository such as Metacat and dataone, we will encapsulate the metacat code in one class.
