Save/open SystemMetadata objects locally #936

Need to save the SM and ORE documents generated on save and check for them when opening a package. NOTE: current local open shows us only EML objects, not the ORE packages that package them. First need to determine if search can return either/both or if we can deduce the ORE identifier when given the EML identifier

First pass will be SM only since there is no mechanism for showing ORE docs to open.

Now saving and opening SM from disk (if it is available from previous save)
