This reminds me of a collaborative project between the Wisconsin Sea Grant Institute and the Association of State Flood Plain Managers (ASFPM) to visual shoreline changes around the Great Lakes - http://floodatlas.org/wcmp/obliqueviewer/, combined with the Flood Photo Viewer from ASFPM - http://floodatlas.org/floodview/#

There definitely seems to be a lot of parties interested in this type of emergency management crowdsourcing application, and it would be neat to create a modular platform for such a thing.

Crowd-source efforts to map roads and infrastructure could be linked in. These efforts have been used in the wake of natural disasters to help with near real-time updates for disaster management, e.g. http://www.openstreetmap.org/
