Repositories for the new vegbank should follow NCEAS conventions for naming, layout, and metadata. From slack, we discussed three repositories for our potential product breakdown:

[x] vegbank2 or vegbank-service: contains main vegbank API service and backing database and associated helm chart
[x] vegbank-web: contains the vegbank web application and helm chart
[x] vegbankr: contains the R package for vegbank. An alternative potential name is vegbanker 😉

For each of these:

create or rename the repository using the appropriate repo template from NCEAS/DataONE
add the repo issues to the project board for Vegbank

Added basic package structure to vegbank2 repository, including poetry dependencies, pyproject.toml, updated and reformatted README, CONTRIBUTING and LICENSE documents. Pushed to develop branch. I think we should merge this to main as 2.0.0-alpha1 release once we feel the base structure is reasonable, and then we can move to an alpha2 release milestone for continued work. Also made src directory and moved database migration files there.
