Schedule team meeting #4

@mbjones to schedule monthly team meetings. We discussed:

1) Monthly all-hands meeting with interested parties, to include a review of contract progress, address outstanding issues with CDFW 2) weekly development team meetings to coordinate work on multiple project phases

All-hands scheduled for monthly on the 3rd Wednesdays from 9-10am Pacific time. Once we have the development team on board, we will likely use the same time slot for dev team weekly meetings.
