Couple developers asked if we have javadoc available. So we should have a build target to generate Java doc from java source code.

There is a target in the build.xml ("javadoc-datamanager-lib") Docs should probably be included in the release distribution (bug http://bugzilla.ecoinformatics.org/show_bug.cgi?id=2578) as well.

Original Bugzilla ID was 2844
