GO graph name #12

In initial load in dev to dev the GO graph was set to <http://purl.obolibrary.org/obo/go.owl>

Change GO graph name in load script to <https://www.geneontology.org/GO> to match ssro.owl.

Done. Awaiting deployment.

Download/graph load script written and tested in dev. Script needs to be pushed up the tiers and executed in upper tiers. It will be called by the master.sh script on the cron schedule. Updated script in si-shared, tag 1.1.0.
