property restrictions with properties declared in another namespace #16

Seems like this would be typical in OBO vocabs. The obo1 namespace is commonly used and various properties are declared in that namespace and then referenced by other vocabs also in that namespace, e.g. GO. owl2rdf needs to be modified so these properties are prefixed instead of appearing declared in the local vocab.
