The term 'retinal cell' can be a bit ambiguous. Broadly, it could be any cell located in the retina, including cells of the retinal vasculature, or pigmented epithelial cells. But I think the intent is to exclude these (otherwise this would be equivalent to NCIT:C4800 "Retinal Neoplasm").
Which is equally broad a name, but is restricted to "neural cell" and part-of some "retina".
This seems consistent with the OWL definition in NCIT:
Neoplasm by Morphology and Retinal Neoplasm and (Disease_Has_Primary_Anatomic_Site some Retina) and (Disease_Has_Normal_Tissue_Origin some Neural Retina) and (Disease_Has_Normal_Cell_Origin some Photoreceptor Cell) and (Disease_Has_Abnormal_Cell some Neoplastic Retinal Cell)
On reflection in CL we should probably call this a neural retina cell..
