Can we get standard obo style releases?

In particular:

• [x] deploying the release on Github. We regularly (not always, but from my intuition roughly every 10 times we run it) get these kinds of errors:

• Adding tags and changelogs
• More regular releases with a single place where we can see all of them listed
• I can help you with sorting out the migration of the OBO Purl system stuff, its not that hard as one might think

I have added a docker pipeline to build the release files and a Makefile pipeline to run the release in #81. The Purls are updated on OBO level https://github.com/OBOFoundry/purl.obolibrary.org/pull/862.
