Update API .Net Core #25

The Best Bets project currently targets .Net Core v2.0.9. This version is end of life.

The current LTS version is 2.1. Version 3.1 will also be an LTS version and is scheduled for release in December 2019.
Alternatively, we could switch to a self-contained deployment which would remove the need for a shared installation.
