Remove NCI.OCPL.Api.Common and NCI.OCPL.Api.Common.Testing projects.
Reference NCI.OCPL.Api.Common and NCI.OCPL.Api.Common.Testing nuget packages.
Updates docker configuration to build on code change.
Updates GitHub workflow to .Net 3.1.
