Video's Image Thumbnail Does Not Update

Issue Description

When a video thumbnail is updated on YouTube, the new thumbnail does not get reflected on the cgov site.

Steps to Reproduce the Issue

• Add a YouTube video to Drupal and save it as a draft.
• Go to YouTube and update the thumbnail on YouTube to a new image.
• Return to CGOV, see that the new thumbnail appears on YouTube but it's not updated on the CGOV video.
• Create a new CGOV video media item with the same YouTube id as the original CGOV video. The new thumbnail still does not appear.

What's the Expected Result

When the video thumbnail is updated in YouTube, that update should be reflected on the video on cancer.gov as well.

What's the Actual Result

When a video thumbnail image is updated in YouTube, that image is not updated on the cancer.gov video

Our current workaround: We ask Janette to create a new video in youtube, and then update the video ID in the content.

Update as of 6/5/23:

• This issue has come up again a few times internally and from DCEG
• This ticket hasn't been prioritized due to staff bandwidth and other digital platform and redesign priorities
• Will need requirements and client prioritization of this ticket before development can begin

Next Steps:

• Need a PO to review ticket and provide requirements
• Since this is an issue with Drupal (https://www.drupal.org/project/drupal/issues/2983456) need to determine how to change the video media type to allow the latest thumb to show for videos. Some items to consider:
  • Do videos need to have their own URL/page within Drupal (like they currently do)?
  • Do we need a single image field (like an override thumbnail) or do we need a Promo Image field cause it is a page and we use promo images for pages

@laurelthrash can we get a PO on this ticket to outline requirements as soon as one is available? @bennettcc and @bryanpizzillo ccing you for awareness

Goal for solution: if the content editor puts a cgov image/adding its own specific image field(s) to the video would override the YouTube image. If the content editor does not upload an override image, then the YouTube thumbnail shall display.

This ticket is being put on hold due to https://www.drupal.org/project/drupal/issues/2983456 as indicated above. The solution to #2260 will allow for a work around to this to be available to content editors.
