Drupal updates not appearing because page has too many managed links, exceeded maximum number of cache tags

Issue description

Updates to https://www.cancer.gov/about-cancer/treatment/drugs are no longer being published immediately. Sometimes it takes days for the change to appear on the live site. A new link haas been added on https://www-cms.cancer.gov/about-cancer/treatment/drugs but it's not appearing on the public-facing URL.

Steps to reproduce the issue

Note: this should be done on a dev environment, not prod

1. Go to https://www-cms-dev.cancer.gov/about-cancer/treatment/drugs
2. Add a managed link to the page
3. Save and push the page through the workflow to published
4. View the non-CMS URL (https://www-dev-acsf.cancer.gov/about-cancer/treatment/drugs) and see that the new link does not appear

What's the expected result?

• The new linked text should appear on the public-facing URL

What's the actual result?

• The new linked text only appears on the CMS URL; it does not appear on the public-facing URL (currently, it takes several days for it to appear)

Additional details / screenshot

• Each link on the page generates a cache tag. The maximum number of tags per object is 128. If you exceed this, the additional tags will be ignored. Note that the default Akamai max reply headers size is 8192 bytes.
• According to @bryanpizzillo, this page has too many tags and the node ID tag (the "important one") is probably after the 128

@andyvanavery31 - I reached out to the content owner (Christina Norwood) and she confirmed that this issue has seemed to resolve on its own awhile ago. She hasn't noticed this being an issue in quite some time.
