Firefox tabbing issue on the special report content type #3707

Issue description

When an external link is added within a card on a special report page (such as Annual Plan or NCA50), there is a tabbing issue on Firefox. Currently, the user is not able to tab/focus through the external link and exit disclaimer; focus remains on the link and exit disclaimer and does not continue down the page as the user hits 'tab'.

Steps to reproduce the issue

  1. Using Firefox navigate to a special report page that has an external link (https://www-test-acsf.cancer.gov/research/annual-plan)
  2. Begin tabbing through the page to see focus of sections
  3. Note that you're not able to tab through the external link to progress down the page

What's the expected result?

User should be able to tab through the external links to lower portions of the page

I was able to reproduce this issue on Prod on Firefox and Safari, not in Chrome. @sarinapadilla was not able to reproduce this issue on any browser. We are both using Macs. To be investigated further. @SupriyaSaxena0605 was not able to reproduce this issue on Edge and is using a Windows computer.
