Issue description

Users are not able to login to dev-ac and test-ac as a Site Admin. cc: @bryanpizzillo , @blairl-nih , @santwuma , @laurelthrash , @kate-mashkina

Steps to reproduce the issue

Log in to test-ac or dev-ac with Site Admin credentials
Click the "Login" button
User is returned to the Homepage of test-ac or dev-ac

What's the expected result?

User should be able to login with Site Admin credentials

What's the actual result?

Users are not able to login to dev-ac and test-ac as a site admin

Interestingly, it appears the site_admin user session is closed immediately after being opened.
