Closes #4283

Added exporting config to base theme for all charts with adjustments for chart title
Removed exporting config in grants-contracts.js and grants-contracts.json files
Updated related yaml content files
Updated exported chart background color

We had a demo for the approval on the look and feel of the downloaded files with @santwuma , @laurelthrash , @KateMashkinaNIH. We all agreed that it looks better than Prod.
