Extra space appears between the title and "Download the Data" button on Research Project Grants (RPGs) chart #4346

Issue description

We are noticing the following issue on the Research Project Grants (RPGs) chart:

When we switch from desktop to tablet and back to desktop, extra space appears between the title and "Download the Data" button. On refreshing the screen, the extra space disappears.

This issue can only be reproduced by using the browser's development tools. This is not something general users will do in the regular course of actions. As such, this issue should be closed.

Closing this due to the behavior only occurring through development tools usage.
