Update BLT to 13.7.4 and Drush to >=12.4.3 #4362

Issue description

ESTIMATE TBD

Drupal 10.2.x require Drush >= 12.4.3. Our current BLT, 13.7.0 does not support Drush 12. So BLT needs to be bumped along with Drush. Acquia knowledge base implies that Drush 12 can now work on ACSF, but we cannot see in release notes.
