Description of the issue
It was found during Drupal 10.2 testing that page loads on all spanish pages have incorrect prop10 - it supposed to have site name appended to the title ( e.g. Cáncer en español - NCI) but it outputs Cáncer en español
This has to do with browser-title-site-name-default coming back as empty
Note: this issue exists on prod, test and dev acsf and new ODE with Drupal 10.2...
It works correctly on older ODE that do not have Drupal 10.2 and on dev-ac env.
