Add logic to ESListingInfoQueryService::GetByIds to eliminate results when not all c-codes are present (emulate behavior ES 5.6 doesn't offer).
Remove logging logic from GetByIds which duplicates report in the controller.
Refactor GetByIds_TestValidResponse and related classes to eliminate hard-coded test parameter.
Many tests.
