Issue description

The positioning of the delighter on mobile for DLPs is above the title, while on MLPs it is below.

Steps to reproduce the issue

Go to https://www-test-acsf.cancer.gov/about-cancer/treatment/clinical-trials/disease/breast-cancer
Switch to Mobile breakpoint
See that the delighter is appearing above the title.

What's the expected result?

The delighter should appear below the title, just like Manual Listing Pages (https://www.cancer.gov/about-cancer/treatment/clinical-trials/covid-19)

What's the actual result?

The delighter is appearing above the title on DLPs

We are getting rid of delighters with the Redesign MVP1 release, so closing this ticket! Will create a new ticket for removing the delighter in this repo.
