(#184) Integrate NCIDS into app architecture

• Updates webpack config
• Updates package.json with NCIDS dependencies
• Adds application, minimal, and supporting styles
• Removes PostCSS extensions and adds PostCSS loader config file-- postcss.config.js
• Updates node run scripts to remove legacy css
