Canonical URLs do not reflect page numbers

When navigating through multiple pages of results, the canonical URL does not reflect the page number.

Steps to reproduce the issue

1. Navigate to https://www.cancer.gov/research/participate/clinical-trials/disease/breast-cancer (or any other listing with multiple pages of results)
2. Use the pager to navigate to another page.
3. Use the browser's development tools to view the <link rel="canonical"> tag. (Important: view source does not reflect the DOM)

What's the expected result?

• The link should end in the page number.

What's the actual result?

• The link reflects the base page.
