Feature: CTL NCIDS Integration

This is the feature branch for the integration of NCIDS into the NCI Clinical Trials Listing App.

At present this feature should address the following tickets:

• 184

  • Adds NCIDS CSS and JS as a dependency to CTL
  • Removes the generation of the legacy CSS and its addition into the pager header
  • Updates webpack config to render sprites and NCIDS CSS/JS appropriately

• 197

  • Modifies the class name structure of the layout to follow the BEM format

• 193

  • Replaces the pager with a NCIDS/USWDS compatible pager

Acceptance Criteria:

CTL uses NCIDS for its layout E2E tests are created where applicable No console errors or extraneous messages are in the logs or CI/CD uilds
