Hospital/Institution invalid params page loads scrolled to the bottom of the page

Issue description

When the Hospitals/Institutions radio button is selected but no value is given for the field, when a search is performed the invalid params page loads with the correct invalid param but is scrolled to the bottom of the page.

This may be related to #219.

Steps to reproduce the issue

1. Go to https://www.cancer.gov/about-cancer/treatment/clinical-trials/search/advanced
2. Select the Hospitals/Institutions radio button, but do not enter a value in the text box
3. Click Find Trials

What's the expected result?

• The invalid params page loads with the correct invalid param, and the top of the page displays.

What's the actual result?

• The invalid params page loads with the correct invalid param, and the page is scrolled to the bottom (mostly footer is visible).
