Rename ErrorPage to InvalidCriteriaPage--- this page is used for user input errrors
Move PageNotFound to underneath the ErrorBoundary directory --- ErrorBoundary acts as both a catch all and a switch for differing types of error pages.
Set error state on failed fetch in reducer
Add cypress helper functions for 500 errors
