Issue description

We may want to remove the independent left nav (LeftNavSubSections.js). We've added an auto-generated left-nav (LeftNav.js).

Auto-generated: https://prescancerpanel.cancer.gov/ncp/meetings/2023-09-07/

We should confirm with IA and the customer if they want to just move to the more complete navigation everywhere.
