Add NCIDS Templates Page to Figma Files

Description: Need to create and populate the NCIDS Templates Page in the DS Figma Files (primary and community).

Requirements: Include the following templates:

1. Landing Page without Title
   • Use fake content, but borrow from existing CGov comps such as previous iteration of the Grants & Training comps
2. Landing Page with Title
   • Use fake content, but borrow from existing CGov comps such as previous iteration of the Grants & Training comps
3. Basic Page
   • Includes elements such as left nav and breadcrumbs
   • Reference this page: https://designsystem.digital.gov/templates/documentation-page/
4. 404 Page

Sub-tasks:
