[R3 Design] Create Wireframes/Formal Comps #1690

Description: Per our design phase planning, we will create wireframes following the design burst. After obtaining internal alignment, we will create formal comps for broader review.

Closing out this ticket since the wireframes and formal comps were successfully created ahead of 06/06/24 sync with Anna/Alex/Jorge. Will continue to track next steps for alignment on R3 components and approach (including small tweaks to the comps) in #1743. Cc: @blilianyu @monika-jaeger
