Turn on the Mock UI Preview in our Backstop Tests

Our CSS regression tests by default does not show UI scroll bars. We would like to enable this on specific tests that would require it for visual regression.

Prerequisites

Spike: Backstop regression scrollbars - Issue #917

Notes

146 current tests fail because of slight differences

Differences so far include

Tripping breakpoints and switching layouts.
Slight movement of text/boxes and spacing but very minor
