Reorganize geometry selection #57

The geometry selection should probably include an additional level. I can see the selection getting very crowded. It is already overrun by the county selection. It should have three levels:

  1. Category
  2. Subcategory
  3. Target Geometry

Do this in the JSON first and then the interface. Consider the wording of the selection pull downs
