Subset UGRID format #447

Subset UGRID format with support for coordinate re-indexing and large data files. A low memory overhead is desirable so generators and have file IO is preferable for the first-cut.

Driver support added for UGRID. This does not include element-element connectivity subsetting/re-ranking. This is part of https://github.com/NCPP/ocgis/issues/464.
