Per IMD minimum implementation standards, protected status should be recorded for species, locations, & PII. See Minimum Implementation Standards for Network Projects version 3.0 10/13/2017 page 5-11

Add

ProtectedStatus (lookup table)
SiteTaxonProtectedStatus (xref between location, species & protected status)
ProtectedStatus ID field for taxon (TSN) containing tables (see also #100 for tables)
