Vigor Field is NULLable

Vigor for both Sapling and Tree data is currently contains many NULLs.

Current Tree Vigor values (tluTreeVigor) are:

tbl_Sapling_Data includes SaplingVigor codes noted below: ID Code representing the tree vigor category - (1) Healthy, (2) Light decline, (3) Moderate decline, (4) Severe decline, (5) Functionally dead

Need to determine...

• what missing data flag we should use for missing vigor values
• whether TreeVigor and SaplingVigor are the same codes
• if TreeVigor and SaplingVigor are the same, then the lookup table should be noted as Vigor vs. TreeVigor

Recommendations / Options

• Make the vigor values required after populating all current records -- Determine what value should be used for NULLs possibly... --- 0 w/ an adjustment in the vigor lookup description to include saplings --- -1 added to the vigor lookup to cover unknown whether the vigor was measurable (essentially it's a missing value, but unknown if it was possible to measure)
• Update the vigor lookup name to Vigor vs. TreeVigor IF it covers both saplings & trees when there is bandwidth to address related queries where tluTreeVigor is referenced

Maybe there should be a couple of additional codes that are assigned as QA/QC. One would be used for the data before we started collecting vigor - "Not Yet Collected" or something like that. The other would be "Missed" or "Missing" or something if we have data that is missing since we started collecting.
