dB not flagging shrinking DBHs #166

Tree #8168's DBH recorded as 22.8 in 2019, despite being 26.2 in 2015 and 26 in 2011. Clearly a data entry error but database did not flag it. Database may not be asking for DBH double check for decreased DBHs.
