PRWI-0625: Tree #10277 DBH from 2015 appears entered incorrectly. Data needs to be flagged and/or updated.

2011: DBH = 42.6, 34.1
2015: DBH = 35.5 (possibly 45.5), 36.4
2019: DBH = 51.1, 37.0

Should be flagged in some way - not sure how best to do that.
