The PriorDBH value does not reflect DBH for all stems of tree/sapling in prior year.
As a result, using the existing function GetPriorDBH fails to properly enable comparisons with current DBHs of a tree/sapling.
The function must include DBH of ALL stems for the given tree/sapling for the last event (vs. the current one) or comparisons will be inaccurate.
