Highlight Tags Downgraded to Non-Sampled #45

When a sapling has been downgraded to non-sampled, it may remain so; however knowing it previously had a non-sampled Tag Status is helpful in the field.

Consider the following options:

Highlight the record in Tag Status history where the tag was set as non-sampled
Highlight Tag Status history (if the above is unavailable)
Ensure that any solution meets the needs of tablets (where certain fields require scrolling and may not be visible immediately to the user)

See #33 (NACE-0004 Tag 81) for an example.
