Where is the tag record for tag 10196?

Tree swapped between 22173 and 10196, but record for 10196 is no longer in the tbl_Tags.

Tree was formerly 10196 but tag 10196 still is on the tree and no sign of tag 22173 in the field or office.
Revert tag number to 10196. What to do with 22173 in the database? Inactive (lost)?

Yep. We'll call tag 22173 Inactive (lost).
