Issues with tag 3250 #96

The tag was accidentally selected (It was dead in 2010 and DF in 2014) and now there's a blank record.  The 2018 record needs to be deleted. Also, appears to have been changed to a sapling in 2018 when it should be a tree (DBH 11.4 in 2006) or inactive in field.

Issue is addressed in #66 aside from deleting the "blank 2018 record" & reverting the Tree status to Tree vs. Sapling.

Current #s for similar "Dead Fallen" trees are:

Tag_Status --------- NumTags Inactive (In Field) ----- 500 Retired (In Office) ----- 8 Sapling ---------------- 3 Tree ------------------ 276

Per #66 all "Dead Fallen" trees aside from those whose tag is RIO will be changed to IIF (Inactive (In Field). Those that are currently Sapling will be separately identified to determine if they too should be set to IIF (there are 2 others aside from 3250). Tag 3250 will be set as IIF leaving only 2 sapling trees to be addressed.

Let me know if you would like me to look for the tags of the other two saplings so that we can identify them as RIO or IIF

The two other tags (3962, 1465) along with 3250 have been set as IIF. If research shows that 3962 and 1465 should be RIO, then please add a separate issue to handle these.
