[Discussion]: Copyright and License #4

What open license do we use? The current license is Creative Commons Attribution 4.0. I followed the instructions here. The LICENSE.md file is still required

Do we require a Copyright? For example, Copyright (c), NCSL International 2023, all rights reserved.

Where to include copyright and license? The repository will have the copyright and license. The schema and catalog XML can also include this information. For example, PTB D-SI schema includes both copyright and license, since these are what organizations will use.

NCSLI uses this text in its documents: "Copyright © 2023 by NCSL International. All rights reserved". I suggest using it in all applicable materials we produce.

I will upload (Permissions.docx) an adaptation of the latest NCSLI document-permissions language modified with a reference to the CC 4.0 license. I have sent this to NCSLI leadership and requested that their legal team review it, suggest any changes, and provide a final approved version compatible with an open license. I suggest we adapt a LICENSE.md file from the docx file and label it as a tentative version pending NCSLI approval.

Copyright and license information should be included in the schema (still to be added to the repo) and the XML. This should be sufficient that application developers using this information will include it appropriately.
